State agency to regulate the cultivation and trade of cannabis for pain therapy
Marijuana is also used as a medicine in many countries. While some patients in Germany have the option of buying and consuming cannabis for medicinal purposes, access is often not made easy for them. According to a newspaper report, a state agency will regulate the cultivation and trade of medical hemp in the future.

Marijuana for medical purposes
Marijuana has long been used in many countries around the world for medical purposes, including cancer and pain patients, people with HIV and people with multiple sclerosis (MS) or bowel disease Crohn's disease. So far, it has been difficult or impossible for German patients to get marijuana legally. To date, the federal opium authority has granted only a few hundred nationwide permits to obtain medicinal hemp from pharmacies. In a summer survey, 90 percent of Germans spoke out in favor of easier access to cannabis for patients, but there is still little political movement on this point. A popular cannabis petition in Bavaria was recently rejected. A little something is apparently happening: According to a newspaper report, a state cannabis agency will regulate the cultivation and trade of cannabis for pain therapy in Germany in the future.

State agency as a hemp seller
As the “Welt am Sonntag” reports, this emerges from a draft law of the Federal Ministry of Health, which is in the Chancellery for examination. According to this, the overall coordination should be located at the Federal Institute for Drugs and Medical Devices (BfArM). According to the information, self-cultivation by patients should continue to be prohibited. "The cannabis agency announces the expected need for medical cannabis in accordance with the requirements of public procurement law, awards orders for the supply of medical cannabis to growers in competitive procedures and concludes civil supply and service contracts with them," the draft says, according to the newspaper. "The cannabis agency then sells the medicinal hemp in particular to manufacturers of cannabis medicinal products, wholesalers and pharmacies."

Cannabis by prescription
The government agency will then also set the price that health insurance companies have to pay for each preparation given to patients. In the coming months, Parliament should decide to amend the Narcotics Act accordingly. At the beginning of the year, the federal government's drug commissioner, Marlene Mortler (CSU), also spoke out in favor of prescription cannabis delivery to chronically ill pain patients. And Federal Minister of Health Hermann Gröhe (CDU) announced in February that he would make hashish possible by prescription this year. The costs should be borne by the health insurance companies. The Greens and the Left have long made corresponding demands. From the Union's point of view, the new regulation that is now announced is less explosive than the approval of cannabis for self-cultivation by the pain patients concerned. According to “Welt am Sonntag”, the Union is afraid that the quantity and quality of the cannabis it grows could easily escape state control. (ad)
