Experts have long been predicting an increase in health insurance contributions in Germany. Federal Minister of Health Hermann Gröhe has now confirmed this. On average, the additional contribution should increase by 0.2 percentage points in the coming year.

Health insurance contributions will increase next year
For months it has been speculated that health insurance contributions should increase. According to a message from the dpa news agency, Federal Minister of Health Hermann Gröhe (CDU) has now also confirmed this: in 2016, the health insurance fund members will have to pay higher contributions for statutory health insurance (GKV). The minister said that the average additional contribution that workers have to shoulder alone is expected to increase by 0.2 percentage points to 1.1 percent. The average total contribution thus increases to 15.7 percent. With the decision, the ministry followed the recommendation of the experts of the so-called estimating group from the Federal Insurance Office, the Federal Ministry of Health and the National Association of Statutory Health Insurance Funds.

Concrete numbers
Health experts had already predicted that health insurance contributions would increase in 2016 (" Krankenkassenbeitraege-iegen-901853447265.php") at the beginning of the year. The announced increase means for an employee with an average gross income of 2915 euros per month: The contribution share of the employees increases by six to 245 euros. And with a monthly income at the level of the contribution ceiling of 4237.50 euros, the contribution share of employees would increase by around eight to 356 euros.

Additional contribution only for employees
The fixed contribution rate of 15.5 percent had been reduced by 0.9 points to 14.6 percent as of January 1, 2015. Cash register members and their employers each share half of this. If the health insurers need more money, they can determine an additional contribution depending on their own financial situation. This additional contribution is determined by the individual health insurance companies and is borne exclusively by the employees. They can deviate from this average value depending on their economic situation. The respective cash register must consider what it wants to expect of its members.

Health insurance companies merge
Gröhe pointed out that the 123 health insurance funds had a total financial reserve of 15 billion euros. However, these are distributed very differently among the individual insurance carriers. Actually, with the new regulation of health insurance finances, more competition should be enforced among them. However, this also led to the fact that some clammy cash registers merged. Only a few days ago it was announced that a merger of Barmer GEK and Deutsche BKK should take place in the coming year - just in time for the additional contribution to increase.

Employers should participate
In the first half of 2015, the cash registers in Germany recorded a minus of 500 million euros. Among other things, this has to do with the fact that pharmaceutical spending rose drastically in 2015. In addition, the National Association of Statutory Health Insurance Funds repeatedly pointed out that the reforms of Gröhe and the hospital structure would massively burden the health insurers in the future. As in the past, the increase in the additional contribution sparked the discussion about equal funding of the entire health insurance contribution. According to the dpa, the President of the Social Association VdK, Ulrike Mascher, affirmed: “There must be no further one-sided burden on the citizens.
